Nearly 300,000 people in Sindh and Khyber-Pakhtunkhwa are being served by USD7.6 million worth of newly transferred water and sanitation infrastructure, including solar-powered systems designed to operate independently of the national electricity grid and reduce recurring electricity and diesel costs. The United Nations Office for Project Services transferred the infrastructure to the Public Health Engineering Departments of Sindh and Khyber-Pakhtunkhwa, placing responsibility for its operation and maintenance with the provincial authorities. Funded by the US Department of State, the project covers Umerkot district in Sindh and Tank district in Khyber-Pakhtunkhwa.
It delivered six drinking-water supply schemes, more than 40 kilometres of distribution pipelines and over 1,300 water collection points across the two districts. The solar component is central to the economics of the infrastructure. UNOPS installed more than half a megawatt of solar-generation capacity across the schemes. That allows the water systems to function without relying on the national electricity grid. The arrangement is intended to spare provincial departments recurring electricity and diesel expenditure, reducing the long-term fiscal cost of operating the schemes. It also lowers the project's carbon footprint.
Alongside water distribution infrastructure, a fully equipped water-testing laboratory was handed over to support continuous quality monitoring for 164,000 residents. Sanitation facilities were also provided in schools. Six toilet blocks now offer sanitation access to 6,440 students. The project extends beyond the provision of physical infrastructure. The availability of clean water closer to households is changing how some residents use their time, particularly women who previously spent hours collecting water. According to the information provided, women in the communities are reallocating some of those hours to income-generating activities, including handicrafts, kitchen gardening and agriculture. The shift potentially converts time previously devoted to unpaid water collection into productive work that can contribute to household earnings in the two underserved districts.
Responsibility for sustaining those benefits now moves to the provincial governments. The Public Health Engineering Departments in Sindh and Khyber-Pakhtunkhwa will operate and maintain the transferred assets. UNOPS has planned capacity-building programmes covering operation and maintenance, water-quality monitoring and project management. These programmes are intended to strengthen the ability of provincial institutions to keep the infrastructure functioning and maintain service delivery over time.
The handover combines external financing with provincial ownership rather than leaving the infrastructure under outside management. Its scale is considerable: USD7.6 million in water and sanitation assets, six supply schemes, more than 40 kilometres of pipelines and over 1,300 collection points are now serving nearly 300,000 people.
