Pakistan’s 5G Rollout Set to Begin Without Immediate Price Premium

Pakistan's mobile users are unlikely to face an immediate increase in data prices when 5G services are launched, with telecom operators expected to offer the faster technology through existing prepaid and postpaid packages before gradually introducing premium plans as investment costs mount. Official documents from the Pakistan Telecommunication Authority indicate that customers with compatible smartphones in areas covered by 5G will initially be able to use the new network through their existing data bundles. That would remove the need for consumers to subscribe to dedicated 5G packages at the outset of the commercial rollout. 'Initially, mobile network operators are expected to offer 5G services through existing prepaid and postpaid data packages for customers with compatible devices and within 5G coverage areas,' the PTA stated. Cellular Mobile Operators have also assured the regulator that initial 5G tariffs will remain at par with existing mobile broadband services. The approach is intended to encourag e mass adoption rather than impose an immediate premium on customers moving to the new technology. The pricing restraint, however, may not last indefinitely. The PTA expects operators eventually to introduce differentiated packages as their spending on 5G networks increases. 'Over time, operators may introduce premium packages with enhanced data allowances as 5G requires substantial investment in spectrum acquisition, network modernization and infrastructure deployment,' the authority said. The regulator's assessment provides an indication of how Pakistan's long-awaited commercial 5G services are likely to be priced during their early stages. Rather than recovering network investment immediately through higher tariffs, operators are expected initially to concentrate on attracting users to the new service. The transition should also require fewer changes for existing subscribers than might otherwise have been expected. According to the PTA, customers will not need to replace their SIM cards to connect to 5G networks. Existing 4G-capable SIMs will be sufficient, provided users have compatible smartphones and are within areas offering 5G coverage. The requirement for a suitable handset, however, places smartphone availability and affordability at the centre of the transition. The PTA has repeatedly argued that broader smartphone ownership will be essential to the successful adoption of fifth-generation mobile technology. In separate submissions to lawmakers, the regulator has called on the government to rationalise taxes and duties imposed on mobile handsets. It warned that high taxation raises smartphone prices, restrains broadband penetration and delays digital inclusion, particularly for lower-income consumers and people living in rural communities. The affordability of devices could therefore prove as important as the initial price of 5G data itself. Even if operators keep tariffs aligned with existing broadband packages, consumers will still require compatible smartphones before they can benefit from the n ew network. The PTA also pointed to recent nationwide quality-of-service measurements as evidence of the speeds associated with advanced mobile broadband services. The latest tests recorded average 5G download speeds of 135.42 megabits per second on Ufone, 133.65 Mbps on Jazz and 108.66 Mbps on Zong. The measurements were conducted using Rohde and Schwarz quality-of-service monitoring equipment. For consumers, the regulator's proposed transition contains two immediate advantages: existing 4G-capable SIM cards should continue to work, and initial data tariffs are expected to remain comparable with those charged for current mobile broadband services. For operators, the economics are more demanding. The PTA noted that 5G requires substantial expenditure on spectrum acquisition, modernisation of networks and deployment of additional infrastructure. Those costs explain why the regulator expects pricing to evolve after the initial adoption phase, potentially through premium packages offering enhanced data allowan ces. Pakistan's early 5G pricing model is therefore expected to separate launch from monetisation. Operators would initially allow eligible subscribers to use the faster network through familiar data bundles, while more differentiated offers could emerge as deployment expands. The larger constraint may be access to compatible devices. With the PTA warning that handset taxes are raising smartphone prices and slowing digital inclusion, widespread 5G adoption will depend not only on network coverage and tariffs but also on whether consumers can afford the phones required to use it.
