Pakistan Opens Telecom Market to Virtual Operators in Major Competition Drive

Pakistan has formally opened its telecommunications market to Mobile Virtual Network Operators (MVNOs), marking a significant policy shift aimed at increasing competition, expanding consumer choice and encouraging innovation in the country's digital economy.

The Pakistan Telecommunication Authority (PTA) announced on Tuesday that it has launched the country's MVNO licensing regime following federal cabinet approval of the MVNO Policy Framework. The regulator has invited interested entities to apply for licences in accordance with the approved policy and licensing requirements. Under the new framework, MVNOs will be permitted to provide mobile telecommunications services under their own brands through commercial agreements with licensed mobile network operators.

Unlike conventional telecom operators, MVNOs do not own network infrastructure. Instead, they rely on the existing networks of licensed operators to deliver mobile services to customers, lowering barriers to market entry while allowing new companies to develop differentiated products and services. According to industry sources, the introduction of MVNOs is expected to intensify competition by enabling new entrants to offer innovative products, targeted services and more competitive pricing models. The framework is also expected to support digital inclusion by improving service offerings for specific customer groups and expanding access to telecommunications services.

PTA stated that MVNO licences will be issued for a period of 15 years, subject to full compliance with applicable regulatory requirements and licensing conditions. The authority has also published detailed eligibility criteria, application procedures and licensing terms through the MVNO licence template and related regulatory documents to guide prospective applicants.

The introduction of the licensing regime represents a significant development for Pakistan's telecommunications industry, which has traditionally been dominated by a limited number of network operators. By facilitating the entry of virtual operators, the government aims to stimulate investment, encourage innovation and broaden consumer choice as digital services become increasingly important to the national economy. According to the PTA, the initiative forms part of broader efforts to modernise Pakistan's telecommunications sector and support the continued expansion of digital connectivity across the country.
