Pakistan and Turkey have strengthened their strategic cooperation in the energy sector by signing three Memoranda of Understanding (MoUs) aimed at modernising Pakistan's power industry through institutional collaboration, technical cooperation and the exchange of expertise across key areas of the electricity sector. The agreements were signed during high-level consultations held in Istanbul on June 25, 2026, reflecting the two countries' commitment to expanding cooperation in power sector governance, electricity market development and institutional capacity building.
The three MoUs were signed between the Independent System and Market Operator (ISMO) and Energy Exchange Istanbul (EPIAS), ISMO and the Turkish Electricity Transmission Corporation (TEIAS), and the Power Planning and Monitoring Company (PPMC) and the Turkish Electricity Distribution Corporation (TEDAS).
The agreements establish formal frameworks for cooperation in a range of areas, including post-privatisation governance, electricity market development, ancillary services regulations, transmission planning, power system operations, distribution management, digitalisation, institutional strengthening, capacity building and the exchange of technical expertise.
Federal Minister for Energy (Power Division) Sardar Awais Ahmad Khan Leghari described the agreements as an important step towards strengthening Pakistan's energy institutions through collaboration with leading Turkish organisations. He said Pakistan intends to benefit from Turkey's experience in electricity market reforms, transmission system development, modernisation of the distribution sector and the integration of advanced technologies into power sector operations.
The minister also highlighted the importance of learning from Trkiye's post-privatisation governance model and its experience in managing a privatised electricity sector. According to Leghari, closer institutional cooperation will facilitate the transfer of practical knowledge, operational experience and best practices, supporting Pakistan's efforts to improve efficiency, enhance service delivery, strengthen governance and develop a more sustainable and competitive power sector.
The Turkish side reaffirmed its commitment to long-term institutional collaboration and welcomed deeper engagement between the two countries. The MoUs are expected to support joint technical initiatives, expert exchanges, training programmes, study visits and collaborative projects designed to advance Pakistan's energy sector. The Government of Pakistan described the agreements as a significant outcome of the Pakistan-Trkiye energy dialogue and a tangible reflection of the expanding strategic partnership between the two countries.
