Speaker National Assembly to launch its Strategic Plan 2015-2018 on August 10

Islamabad, August 09, 2015 (PPI-OT): Speaker National Assembly Sardar Ayaz Sadiq will launch National Assembly Strategic Plan (NASP) 2015-2018 on Monday, August 10, 2015 at Pakistan Institute for Parliamentary Services (PIPS), Islamabad. The Ceremony will be attended by Parliamentarians, Representatives of the diplomatic community, intellectuals and media representatives.

This plan was made under the supervision of Speaker National Assembly Sardar Ayaz Sadiq who formed a Strategic Planning Oversight Committee (SPOC) with representation from all major political parties and to ensure sustainability and continuity of previous useful measures, key MNAs. He clearly demonstrated its vital need to continue all positive developments for the august body, regardless of political, leadership or affiliation.

The Speaker immediately after assuming his office, initiated reforms within the House. These reforms were aimed at moving away from the traditional piecemeal approach to a more holistic approach ensuring that the entire House, benefits from the reform process. The cornerstone of Speaker’s vision is to ensure that the National Assembly moves away from conventional working environment which is deemed to be outdated, to a more modern, more professional and automated form of working.

The Speaker envisioned transforming the current National Assembly to an e-Parliament and to bring the NA at par with other developed Parliaments of the world. Information Communication and Technology (ICT) reforms are one of the six Goals that will be crosscutting through the five Goals that drive the Strategic Plan.

SPOC deliberated upon development of the National Assembly Strategic Plan (NASP) for 2015-2018 with the assistance of Improving Parliamentary Performance in Pakistan (IP3) an EU funded Project and the Project Management Unit (PMU). The Committee did rigorous work to make this plan effective, successful and achievable.

For this, strategic plans and literature of successful and progressive parliaments like UK House of Commons, Parliament of South Africa and the Commonwealth Parliamentary Association (CPA) was reviewed and incorporated making it compatible with the practices of Parliament of Pakistan.

Six key goals were set under this strategic plan i.e. Strengthen all aspects of legislation making it effective and beneficial to the People of Pakistan; Ensure and oversight is enabled at all times and across all platforms particularly for Parliamentary Committees assuring transparency, accountability and judicious use of time and resources; Safeguard the integrity of the assembly by improving its representative role; Move from the traditional mode of working towards an automated e-parliament by undertaking structured reforms in Information Communication and Technology (ICT);Strengthen PIPS (Pakistan Institute for Parliamentary Services) into a premier training and research institute for Members and staff of the National Parliament and the Four Provincial Assemblies.

To assure the implementation of set six goals priority actions are proposed to take including (a) the introduction of an independent professional service cadre within the Secretariat (b) establish a permanent Integrated Human Resource Management Unit, (c) transform the Project Management Unit (PMU) with additional responsibility to implement the Strategic Plan, (d) establish a Legislative Drafting Counsel (LDC) (e) expand existing portfolios of the Public Relations and International Relations branches to include all aspects of dissemination and communications recommended in this NASP and (f) support PIPS in their delivery of support to the National Parliament and Provincial Assemblies.

The uniqueness of this Strategic Plan is that almost all interventions will be supported through existing studies and assessments that have been collated by the Project Management Unit (PMU). The PMU under the leadership of MNA Ms. Mariyum Aurangzeb who tried her best ensuring that the Plan is realistic and achievable. The working and implementation strategy of National Assembly Strategic Plan 2015-18 show high rewards in the days to come. It will improve the efficiency and quality of work of the House.
