Rice exporters for handing over funds of Quality Review Committee, audited reports to Trade Development Authority of Pakistan

Islamabad, July 10, 2014 (PPI-OT): Whilst welcoming the election schedule announcement of Rice Exporters Association of Pakistan (REAP) for 16th September 2014 for the managing committee (MC) the rice exporters have urged the present MC to handover the funds of Quality Review Committee (QRC) and the audited reports to the Trade Development Authority of Pakistan (TDAP) so as not to leave burden on the new MC.

The Ministry of Commerce (MINCOM) removed the condition of mandatory membership of REAP and took over control of QRC and started collecting fees through TDAP but before that fees were collected by REAP for more than a decade for QRC rice inspection fees.

REAP purchased properties at Karachi and Lahore from the QRC funds without the permission from the proper authorities and obtained invalid permission from Razzak Dawood and Tarik Ikram who were not authorized to issue such orders to purchase properties and hold functions and incur expenses from public funds for various purposes. REAP could only spend money from membership fees income and not from QRC funds without proper permission from the authorities.

REAP also did not submit annual reports to Auditor General Pakistan (AGP) as required under the law. The auditors of REAP also failed to advice REAP to file returns with the AGP.

MINCOM later on decided firmly to disband QRC and informed TDAP to submit the disbandment procedure. It was recommended that the QRC staff would be given a golden handshake and REAP was asked to submit the audited reports for entire period.

It is learnt from reliable sources that TDAP is waiting for the audited reports from REAP and only on receipt of the audited reports would be in a position to close QRC as per instructions of MINCOM.

In the best interest of transparency and accountability the rice exporters consider it proper that REAP without loss of time should submit the audited reports and also submit clarification about any orders from proper authorities for purchase of properties and exemption if any for non submission of annual returns with the AGP.
