PPI Original Text (PPI-OT): Qaim Ali Shah inaugurates conference of sales tax on services

Karachi, May 09, 2012 (PPI-OT): Sindh Revenue Board organized one day conference of Sales Tax on Services today with emphasis of lessons learnt and way forwarded at a local hotel.

Chief Minister Sindh Syed Qaim Ali Shah inaugurating the conference said that the major contribution and decision of present government was the passing of 18th amendment and 7th NFC Award which will go down in the history for the land mark decisions involved, as the provinces received autonomy in the fiscal matters particularly the right of collection of Sales Tax on Services.

He added that the 18th amendment also re- asserted the Provincial Jurisdiction in the Sales Tax on Services matter by specifically creating the exclusion of Sales Tax on Services, at entry no. 49 in the Federal Legislative List, while the tax on property including Capital Value Tax and welfare related levies have also been devolved to the provinces.

Syed Qaim Ali Shah said that the Sindh Revenue Board Act 2010 was passed in June 2010 and as Sindh Revenue Board was established on 07-01-2011 to manage, supervise, collect and take all such actions as are necessary towards the administration of Sales Tax on Services.

He added that 6th June 2011 was the historic day in the legislative history of the country, as on this day the Province asserted its constitutional right to levy, assess, collect and administer Sales Tax on Services provided, rendered, initiated, received or consumed in the Province of Sindh. He stressed upon Sind Revenue Board to enhance their efforts and performance to generate more funds for provincial resources, which are required to improve the quality of basic services like education, health, rural roads, and urban infrastructure, which are the responsibility of the Provincial Government. Earlier, the Chairman Sindh Revenue Board Mr. Nazar Hussain Mahar presented welcome address and presented detailed achievements of the Board.

He said that SRB is collecting services tax in just, fair and transparent manners to generate resources to improve tax to GDP ratio besides assessing the tax organization in Sindh to create a common provincial tax data base through a web-based on-line Sindh tax and Revenue System to bring transparency in tax collection system to generate more resources for people, so that basic and infrastructural needs of the people for development are met and quality of basic services and human resources is improved.

He gave detailed report of achievement with regard to collection of Sindh Sales Tax on Services, and presented second schedule (Taxable Services) in the conference. The second schedule will bring more funds for the province, he added.

The conference was largely attended by officers of various departments, economists, financial experts and notables.
