27905 staff members to be involved to conduct population, housing census

Karachi, December 15, 2016 (PPI-OT):Sindh Chief Minister Syed Murad Ali Shah has said that he would support conducting of population and housing census in the Council of Common Interest (CCI) meeting being held in Islamabad tomorrow (today). “I would protect the constitutional rights of Sindh and its people. This he said while presiding over a preparatory meeting regarding preparation of CCI meeting to be held under prime minister tomorrow in Islamabad.

The chief minister was informed that as per orders of the Supreme Court 6th population and housing census would be held on March 15 and to be completed in two months. The field operation has been proposed to be carried out in two phases and each phase would start simultaneously in each province. Phase –II would be started after 10 days of the completion of first phase. Two blocks will be covered by one enumerator in each phase and one soldier will accompany each enumerator. The enumerators and supervisor will be from education, local government and revenue departments.

The deployment scheme of staff with divisional commissioners and assistant commissioners (census district officers) has been finalized. The training programme of field staff and venues has been started while the appointment of field staff (teachers) is in progress. The population and housing census has been put on the agenda of the CCI meeting. The chief minister said that he would support the agenda and would extend full support whatever is required for the purpose.

The chief minister was also briefed that there would be 931 census charges, 5120 circles, 38634 blocks and 44685 census areas in Sindh. Some 27905 staff members, including 19317 enumerators, 19317 enumerators, 5120 supervisors and 931 superintendents would conduct census.

The other agenda of higher education and other similar bodies, formulation of national flood protection plan, import of Liquefied Natural Gas (LNG), allocation of national security fund, FATA reforms programme, national forest policy, transfer of national regulatory authority (NEPRA) from cabinet division to line ministry.

The chief minister said that the provincial government has drafted two laws and two legislations. The first legislation is aimed at devolution of HEC and other one for the establishment of commission for standards in higher education. He added that he has sent the draft legislation to other provinces for their views. He also pointed out the federal high education commission has huge budget which it gives directly universities which is wring. As a matter of fact the federal HEC should gives funds to universities through provincial Universities and Boards department.

The chief minister talking about Formulation of National Flood Protection Plan-IV (2015-25) said that the provincial governments were competent to make their plans and federal government should finance them. “This was the resolution once passed by the national assembly and it should be implemented accordingly,” he said and added however he would support the plan if the suggestions of the provincial government are incorporated.

Talking about National Forest policy the meeting said that it was provincial subject and the center has nothing to do with it. However, if the federal government want to set targets and fiancé on the matter the Sindh government would welcome the decision. The chief minister said that he was not clear what kind of policy the Center wants to formulate because the federal government not sent its summary.

Talking about transfer of NEPRA from cabinet division to Line Minister, the chief minister told the meeting that he was against the proposal. NEPRA must remain independent because it is a regulatory body and it must be independent in taking decisions. If it is given to any line ministry all its regulations and decisions would be influenced by the concerned ministry.
