Indonesian National Population & Family Planning Board (BKKBN) to Develop Initiatives, Accelerating Access to Family Planning, Family Development, and Population Management Programs

JAKARTA, Indonesia, Dec. 1, 2017 /PRNewswire/ — The 14th International Inter-Ministerial Conference on Population and Development (IIMC) launched on November 28-29, 2017 in Yogyakarta, Indonesia. Around 250 participants from 26 countries in Asia, Africa, and Latin America, gathered at the event to exchange experiences in population, reproductive health and family planning. The outcome includes the Yogyakarta Declaration: Call for Action aiming to accelerate greater access to right-based family planning to achieve family welfare and development.

The Yogyakarta Declaration concluded key recommendations for managing population growth, family planning, and family development, including improving access to adolescent reproductive health education; family planning in the urban and rural setting; investment in promoting innovation such as counseling centers for marginalized population groups.

The outcomes of the conference will be brought to the 51st Special Session of the UN’s CPD in April 2018 in New York.

The 14th IIMC was hosted by the Government of Indonesia (BKKBN), in collaboration with PPD and the United Nations Population Fund (UNFPA), entitled “Sustainable Cities, Human Mobility, and International Migration: A South-South Perspective and Intervention Needs.” Opening the event was Coordinating Ministry for Human Development & Cultural Affairs, Puan Maharani.

During the event, all delegates visited Kampong KB in Malangrejo, Ngemplak District, Yogyakarta to see the implementation of family planning program in Indonesia. Kampong KB is a program initiated by BKKBN to develop underprivileged areas in Indonesia, ensuring them to get convenient access to health services, education, and life skills.

Initiated in 2016, Kampong KB aims to educate women with good parenting knowledge, foster their creative skills, and provide them with creative home crafting which leads to entrepreneurship and family welfare. The delegates visited the Youth Information and Counseling Center (PIK-R), which allows members to attend knowledge sharing sessions about postponement of marriage, life skills, and gender equity.

In 15 years, family planning programs will bring about a significant increase in productive population in Indonesia. “The current dependency ratio is <50 and will decrease continuously to reach the lowest point at 47 between 2028-2031. This will be the golden opportunity to improve the quality of life for the Indonesian population,” said H. Nofrijal, Principal Secretary of BKKBN.

Trump: Reports of Tillerson’s Firing ‘Fake News’

On Thursday, news outlets quoted senior administration officials as saying the president could name Central Intelligence Agency Director Mike Pompeo to replace Tillerson within the next several weeks. Both the White House and the State Department denied the reports.

‘Laughable’

Earlier Friday, as Tillerson stood before reporters alongside Libyan Prime Minister Fayez al-Sarraj, he was asked about reports that the White House wanted him to resign.

Tillerson responded curtly, saying, “It’s laughable. It’s laughable.”

Questions about the possible Cabinet shake-up dominated Thursday’s State Department briefing, with spokeswoman Heather Nauert saying Tillerson was “unflappable” and going about his business, which includes a planned trip to Europe next week to meet with NATO leaders. But she did repeat several times that the “secretary serves at the pleasure of the president.”

On Friday, Tillerson met with Libya’s al-Sarraj at the State Department before having lunch with Trump and Defense Secretary Jim Mattis at the White House later in the day.

Despite Trump’s denial on Friday that he wanted to fire Tillerson, the Wilson Center’s Aaron David Miller said reports of a replacement pick might be a not-so-subtle attempt to send the secretary of state a message that his services are no longer needed, since the president has demonstrated his dislike of firing people.

“So it is possible that he [Trump] is laying the groundwork for what they would like to achieve, which is a kind of ‘immaculate resignation,’ ” said Miller, a senior adviser to several Republican and Democratic secretaries of state.

Diplomatic impact?

Miller said foreign leaders are likely more concerned about Tillerson’s perceived “fraught” relationship with Trump than reports that his days as chief U.S. diplomat are numbered.

“I think our allies and adversaries understand that Tillerson does not necessarily speak for the president,” Miller told VOA. “And that is the worst possible position for a secretary of state to be in, because it takes our allies and adversaries five seconds to figure that out. And if that is in fact the case, then the credibility, the relevance, the resonance of the secretary of state is profoundly undermined.”

Ronald Neumann, a former U.S. ambassador to Afghanistan, Bahrain and Algeria, said rumors that Tillerson’s job was not secure would affect the secretary slightly as he carried out his diplomatic duty, but he noted Trump had already left some foreign officials with questions about U.S. foreign policy.

“The greatest effect on his ability to do his job is whether people are confident that he speaks for the president, and it is the president who makes that uncertain from time to time with tweets and position changes,” Neumann said.

The former ambassador said Tillerson had not had an easy tenure.

“Secretary Tillerson has been under more public attack in the American press than I have ever seen a secretary under for such a long period. And that is bound to be known by his NATO colleagues,” said Neumann, president of the American Academy of Diplomacy in Washington.

He also noted that Tillerson’s management of the State Department had triggered more criticism than his policy positions.

“It is important to note that most of the attack has been about his internal management of the department, not about the foreign policy positions he has been taking, where there is a back and forth with the White House,” Neumann said. “But I think, by and large, NATO members are reasonably comfortable with what he has been doing with diplomacy.”

Tillerson will travel to Belgium, Austria and France December 4-8 and attend a NATO foreign ministers meeting. The State Department said his last stop would be in Paris, where he will meet with senior French leaders to discuss cooperation on Syria, Iran, Lebanon, Libya, North Korea and the Sahel.

Al-Qaida Leader’s New Message Shows Increased Discord With Jihadists in Syria

WASHINGTON The al-Qaida terror organization has released a new audio message from its elusive leader in which he slams the Syrian Jihadi group Liberation of the Levant Organization, or more commonly known as Hayat Tahrir al-Sham (HTS), for going after senior jihadists loyal to al-Qaida in Syria.

In the 35-minute undated audio video So Let Us Fight Them With Solid Foundations, Ayman al-Zawahiri denounced HTS’s decision to break off formal ties with al-Qaida last year and betray its oath of allegiance as the offshoot of the terror organization in Syria. VOA could not independently verify the video’s authenticity.

Why did this love disappear among us and was replaced by roughness, conflict, cruelty of the heart, conspiracy to evade the oaths of allegiance, and the insubordination of the brothers and working to drive them out, curb them, and put them under captivity? al-Zawahiri said, addressing HTS leaders in the message, which was published by al-Qaida’s media propaganda al-Sahab Foundation on Tuesday.

HTS, originally called al-Nusra Front, rebranded itself last year and later merged with several smaller rebel factions into a new alliance.

A report by the Institute for the Study of War last week claimed that the group has exploited the international community’s focus on annihilating the Islamic State to significantly increase its influence in southern Syria, consolidating control over most of the northwestern province of Idlib.

Al-Zawahiri said he did not approve the HTS departure from al-Qaida. He described as a fatal mistake offers by the HTS leaders to keep their loyalty to him secret in order to avoid a U.S.-led military campaign.

In August, Michael Ratney, the top U.S. State Department official in charge of Syria policy, said Nusra and its leaders would be targets for Washington even if they rebranded and adopted new names in an effort to escape U.S. and other countries’ military campaign against terrorism in the region.

Global jihad vs. nationalism

Al-Zawahiri suggested the HTS leaders were attempting to abandon global jihad and turn to a nationalist agenda. He denounced them for starting a campaign of rounding up senior al-Qaida leaders, particularly foreign fighters and their families, to appease the U.S.

O brothers, we haven’t forced you, pressured you, threatened you with a sharp knife or a shattering bullet, al-Zawahiri said while describing the desperate state of al-Qaida loyalists under the HTS. If this is our situation, filled with fear and disturbance, during this critical phase, then what will we do to each other when we prevail?

On Monday, Syrian local media reported that HTS started a large-scale arrest campaign against people with alleged ties to al-Qaida. A day later, HTS released a statement confirming the detention of several senior jihadists, including Sami al-Oraydi and Abu Juleibib al-Urduni, both of whom have been vocal in criticizing HTS for severing ties with al-Qaida.

HTS officials said detained jihadists were leaders of dissension who were spreading specious arguments, adding that they would be put before a Sharia court.

Increasing tensions

In a response statement, which surfaced Thursday on Telegram, a top HTS leader, Abdul Rahim Atun, defended the arrests as being focused only on those who meant harm for the Syrian Islamist group.

We have not treated those who follow al-Qaida but with good, Atun said, addressing al-Zawahiri. But there must be a distinction between those who work for jihad, regardless of what group they are affiliated with, and those who seek to destroy the [HTS] in the name of loyalty to al-Qaida to vent their psychological crises.

Atun said the HTS rebranding and break off from al-Qaida was not done to appeal to the West but was an attempt to reunite with local rebel groups and achieve efficiency in decision-making.

Experts charge the arrest campaign of the al-Qaida loyalists by HTS leadership and their public shaming by al-Zawahiri signals that the relationship between them has reached a point of no return.

(Al-)Zawahiri said that he has been trying for more than a year to resolve the issue with HTS internally and privately, but this did not work out; so he had to call them out in public, Hassan Hassan, a Middle East expert at Tahrir Institute in Washington, told VOA.

Hassan said the tensions show that al-Zawahiri is disappointed with the HTS and is pleading for his followers to possibly reorganize into a new group.

Hassan added the disengagement with al-Qaida has helped HTS gain more effectiveness in the Syrian war scene.

Ayman al-Zawahiri is now hiding somewhere between Afghanistan and Pakistan, and he expects people to wait for his letters that usually take months to reach them. And then a response from them to reach al-Zawahiri will take other months. This will not work. These groups need to make day-to-day decisions, Hassan added.

But their parting of ways will ultimately not spare HTS from being targeted by the U.S., Hassan emphasized.

HTS will not be attacked now, although it will be dealt with eventually as a jihadist organization. The U.S. will not remove its designation as a terrorist group, Hassan said.

Militant Attack on Pakistan University Kills 9

ISLAMABAD A group of heavily armed suicide assailants stormed a government agriculture research center and adjoining university hostel in northwestern Pakistan Friday, killing at least 9 people and wounding more than 35 others.

Pakistani police and counterterrorism units swiftly surrounded the complex in Peshawar and began a rescue operation. The gunfight with terrorists lasted several hours and killed three militants.

Provincial police chief Salahuddin Mahsud later told reporters investigators were trying to determine whether a fourth body retrieved from the site was also that of a militant. He said police and members of anti-terrorism squad were among the wounded.

Many of the victims of Friday’s attack were students and those being treated in city hospitals received bullet injuries, doctors said.

The police chief said authorities have retrieved small arms and ammunition, 20 hand grenades and three unexploded suicide vests from the site of the encounter.

Security forces engaged the attackers within minutes of the assault began, preventing them from exploding the suicide vests, Mahsud said. “Otherwise, the death toll would have been in hundreds,” he added.

The outlawed Pakistani Taliban took credit for ordering the deadly assault. The anti-state group said they targeted a facility linked to the Pakistani spy agency, ISI, and killed a number of its officers, claims officials rejected as propaganda.

A Pakistan military spokesman told reporters the attackers were in contact with their leadership in Afghanistan during the siege.

Major-General Asif Ghafoor added that fugitive members and leaders of the Pakistani Taliban are using Afghan soil for attacks against his country. He said that an Afghan military delegation is currently visiting Pakistan and holding talks with top army officials about enhancing border security to stop militant attacks on both sides of the border.

Witnesses and officials said the attackers, all men, arrived at the university in the early morning wearing traditional female burqas for hiding their weapons and bombs.

The militants lobbed grenades through windows of hostel rooms before opening fire at students who were still asleep because of an Islamic holiday.
